D&A selected by Durham Housing Authority to provide Professional Consulting & Advisory Services
D&A announced on March 27, 2018 that the Durham Housing Authority (DHA) has engaged D&A to assist in compliance and other related services after the conversion of its public housing portfolio under HUD’s Rental Assistance Demonstration (RAD) program. D&A is providing DHA with compliance monitoring services in accordance with Federal and state program policies and regulations and incorporating industry best practices.
D&A Presents at NLHA's 2018 Mid-Year Membership Meeting
Lucie Du, President and CEO of Du & Associates, Inc. presented at the 2018 NLHA Mid-Year Membership Meeting held in Indian Wells, CA in January 2018. Her presentation, After the RAD Closing, touched on some aspects of pre-closing activities but focused on on-going operational issues and post-closing asset management. Ms. Du addressed the cultural shift that must occur pre-closing in a public housing authority’s (PHAs) staffing, systems, and interdepartmental collaboration. On-going issues focused on tax credit and cash flow implications of the conversion, the shift in staff responsibilities and the training needed to ensure the PHA’s workforce is ready and able to adjust to the new asset management model. Post-closing activities addressed the need for asset managers to be involved in the budgeting review, the need for solid metrics to be able to analyze trends and identify variances, and the need to keep stakeholders involved and informed.

D&A was included in the Fall 2017 issue of Affordable Housing News. As a consultant to the Housing Authority of the City of El Paso, D&A helped HACEP transform its Property Management operations from a public housing to a private sector model.
