Business and Technical Experience:
Ms. Gregory has over 25 years of professional experience in municipal government programs and the U.S. Department of Housing Development (HUD) multifamily and Public and Indian Housing (PIH) programs, including Project-Based Section 8, Section 202, Section 811, Section 236, Section 8 Housing Choice Voucher (HCV) and Public Housing. She is recognized as a leading expert in the subsidy compliance rules for those programs.
As a Manager with ICF, Peggy worked on HUD’s Improper Payment Study which estimated tenant subsidy calculation errors in PIH and Project-Based Section 8 programs. This included conducting quality control on the analysis of study data collected for PIH and Project-Based Section 8 programs and implementing Multifamily and PIH billing studies.
Peggy served as a Manager with Quadel Consulting where she provided onsite technical assistance since 2001. While working as Project Manager for Quadel’s management of the Houston Housing Authority’s Section 8 HCV program, the SEMAP rating increased within one year. She also worked on various other HCV contracts including with the Miami-Dade Housing Authority and the Newark Housing Authority. In 2013, Peggy was assigned to work on a Superstorm Sandy disaster relief program where she trained over 600 staff during a five-month period.
With both Quadel Consulting and ICF, she developed materials and publications for coursework on HUD rental housing programs, and delivered classroom-style and on-line trainings. She is also a certified trainer for HUD Multifamily compliance rules related to HUD Multifamily Handbook 4350.3 and is experienced with developing training.
Previously, Ms. Gregory served in various capacities for the City of Rochester, New York (1979-2001). During her time in Rochester, Ms. Gregory worked for 9 years in the Department of Community Development as a Senior Administrative Analyst. Ms. Gregory was also Neighborhood Empowerment Team (NET) Administrator (1995 - 2001) for the southeast sector, where she identified quality of life issues and partnered with local neighborhood groups to develop solutions for abatement of the issues.
