Ellen Goff has over 26 years of experience working with U.S. Department of Housing and Urban Development (HUD) Public Housing and Multifamily Housing programs, Low Income Housing Tax Credits (LIHTC) properties, State, County and other affordable housing programs.  Her expertise is in both programmatic and operational details of assisted housing properties including HUD reporting, compliance, operations and financial management, and oversight.

Her experience with affordable housing occupancy functions includes managing wait lists, applicant certification, recertification, compliance and lease enforcement. She has managed Section 18 Dispositions of Public Housing units including conversion to project-based and tenant-based Housing Choice Vouchers. She has also managed Public Housing Rental Assistance Demonstration (RAD) portfolio conversions of both family and elderly properties as well as RAD Component Two conversions of Multifamily Housing.  These include conversions to both Project-Based Rental Assistance (PBRA) and Project-Based Vouchers (PBV), as well as securing Tenant-Protection Vouchers and Low-Vacancy Vouchers for at risk-residents. As part of the various dispositions and RAD conversions projects, Ms. Goff managed all aspects of temporary resident relocation for renovations as well as permanent resident relocation to various off-site new construction and renovation properties.

Ms. Goff has worked with the Housing Opportunities Commission of Montgomery County, Maryland (HOC) since 1994 and is currently the Real Estate Operations Manager in the Real Estate Division where she is responsible for oversight of administrative, construction accounting and resident relocation in support of the various acquisition and development initiatives. She is responsible for data and reporting in various HUD online systems including preparation and submission of the annual Public Housing Capital Fund Program (CFP) in the Energy and Performance Information Center (EPIC) as well as maintenance of building and unit data and inventory removals in the PIH Information Center (PIC) system.

Prior to joining the HOC Real Estate Development team, Ms. Goff worked in several other key positions at the agency including serving as the Budget and Operations Manager and Compliance Specialist in the Property Management Division, Operations Manager of the Housing Resources Division, as well as positions in the Information Technology, Resident Services and Executive Divisions.

Ms. Goff has over 20 years of experience as an independent consultant to housing authorities, public agencies, municipalities and private industry. She is the owner and Chief Operating Officer of Goff Properties, LLC, a residential home improvement and real estate renovation and construction company.
