Business and Technical Experience:
Mr. Long has over 25 years of experience in the affordable multifamily housing industry. He is a Vice President at Du & Associates and works closely with Lucie Du to help develop new business for the organization. He also provides his expertise on Asset Management related services for clients of D&A.
Most recently Mr. Long was included in a project to create an asset management department for a large public housing authority that recently converted to Project Based Section 8 (PBRA) under HUD's Rental Assistance Demonstration program(RAD). Duties included a comprehensive review and interviews with the department heads of the PHA's other departments to determine what asset management functions were being performed. He also provided training to new asset management staff on Operating Budget Reviews and Metrics & Trends Variance Analyses.
Mr. Long is also a member of the quality control team of Du & Associates. He reviews contract renewals and rent adjustments processed by analysts for PMAM and MMAM to ensure accuracy and timeliness of the final results. He also provides his expertise to owners and management agents on Section 8 contract renewals and rent adjustment submissions. In a previous position, Mr. Long was the Manager of Contract Renewals and Rent Adjustments for the Pennsylvania portfolio under PMAM. He was responsible for overseeing all Section 8 contract renewals and reviewing owner's request for rent adjustments under the following methods: Budget Based, Operating Cost Adjustment Factor, Annual Adjustment Factor, Mark Up to Market and Special AAF rent adjustments. He also conducted seminars on this subject at housing industry meetings and workshops.
Prior to joining Du & Associates, Mr. Long was an Asset Manager for Apartment Investment and Management Company (AIMCO) performing the traditional duties related to multifamily asset management which included review of monthly and annual financial statement and operating budgets, performed site visits, performed market analyses, and ensured properties were in compliance with federal subsidy programs. In this position he also analyzed the potential benefits of property sales of multifamily assets, created cash flow projection models for affordable properties including those with Section 8 contracts, built pro formas to analyze multiple properties to determine ongoing asset financial positions, and created and maintained marketing materials for affordable housing portfolio.
Prior to working at AIMCO, Mr. Long worked for the National Housing Partnership (NHP) overseeing accounts payable, accounts receivable, and cash management for over 800 partnerships and syndications. He also managed partnership funding and recoveries.
