Mr. O’Leary was appointed as Executive Director of the

Akron Metropolitan Housing Authority (AMHA) in 1993 and

served in that position until his retirement in September 2018.

Under Mr. O’Leary’s direction, AMHA provided affordable

housing to over 20,000 people in Summit County, was the

recipient of two HOPE VI Awards resulting in over $100 million

dollars of public and private investment in Akron neighborhoods,

and earned the highest possible ratings for 16 consecutive years

under national evaluation standards. AMHA was recognized nationally for its work in early childhood education, focusing on assisting parents to gain the necessary skills to be an effective first teacher for their children.  AMHA’s work with children and families contributed to AMHA receiving a national grant to build the Reach Opportunity Center (ROC) at Summit Lake, which opened in July 2014.  The ROC is a broad community partnership between AMHA, the City of Akron, the Akron Public Schools, and several community agencies focusing on the educational development of children and educational advancement and career preparedness of parents.

Anthony O’Leary has been an active participant in developing housing industry policies in his role as a board member and officer in the Council of Large Public Housing Authorities (CLPHA) and the Public Housing Authorities Director’s Association (PHADA) and is a frequent presenter regarding best practices in public housing administration. He served on a national rules committee on public housing by congressional appointment.  He was a member of the Affordable Housing Accreditation Board that is developing a national accreditation standard for public housing agencies.

Previously in his career he served as Deputy Mayor for Administration and Chief of Staff for The City of Akron where he also served as the Director of Planning and Urban Development.  Also, previously, he served as the Executive Director of the Akron-Summit-Medina Private Industry Council.  He is a past Chair of the Summit County Emergency Management Agency and served on the Akron EMS Board. He recently served as chair of a special task force in Akron dealing with public safety and community policing needs.

Mr. O'Leary is a graduate of Leadership Akron and has serves as a board member of Cleveland Clinic-Akron General’s Community Health Ventures Board, board member of the Summit County Community Facilities Board (community corrections programs) and a member the Reimagining the Civic Commons Advisory Board for the Ohio Erie Canalway Coalition.


He is a graduate of Kent State University, Bachelor of Science and a Master of Public Administration with honors.
