ZACHARY MARKS

Business and Technical Experience:

Mr. Marks is currently the Director of Development for the Housing Opportunities Commission (HOC) and is an active member of the D&A consulting team.  He led the conversion of HOC’s Public Housing portfolio via the Rental Assistance Demonstration (RAD) program included eight in-place renovation conversions as well as four off-site, new-construction conversions.  Nearly all seven years at HOC has included Section 18 Demolition-Disposition and RAD transactions culminating in more than $340MM in Commission-led transactions as well as another $60MM in partner-led RAD transactions.

He developed and managed both the portfolio and individual Rental Assistance Demonstration property conversion strategies for the Commission, with 10 of 11 properties fully converted; including the permanent relocation of all residents from three Public Housing properties to four off-site, new construction properties and 113 newly renovated Commission-owned units. While in charge of acquisition and development at HOC, the Director of Development has entitled, designed, and financed more than $860MM in transactions – including $320MM in renovation projects delivered comprising 1,882 units, $308MM in new construction projects underway comprising 741 units, $203MM in acquisitions consummated comprising 1,362 units, and $28MM in LIHTC limited partner interests acquired comprising 583 units.  These transactions used myriad sources of financing and financing structures – from LIHTC equity to private equity; from conventional debt to FHA financing.  Prior to HOC, the Director of Development spent eight years in affordable and mixed-income acquisition and development at two different private firms: one for-profit, the other non-profit.
